Percentage of Income Payment Plan
Qualified Atmos Energy customers in Colorado can take advantage of the Percentage of Income Payment Plan (PIPP). This program provides a fixed bill credit based on an affordable percentage of household income and the customer’s annual, estimated natural gas bill.
You must first apply and receive funding through either the Low-Income Energy Assistance Program (LEAP), Energy Outreach of Colorado, the Colorado Energy Office, or the Public Utility Commission - The Utility Bill Help Program.
Utility Bill Help Program: The Utility Bill Help program refers income-qualified Colorado residents to bill assistance programs to help pay their utility bills. The application season opens on November 1st. Click here to learn more.
Colorado LEAP: The heating season application period for LEAP begins November 1 through April 30 every year. Click here to apply.
Energy Outreach Colorado: You may apply for year-round assistance with Energy Outreach of Colorado.
If you have questions regarding the eligibility process or to apply for assistance by telephone, please contact the Heat Help Line at 866.432.8435.
The Colorado LEAP office, Energy Outreach of Colorado, the Colorado Energy Office, or the Public Utility Commission - The utility Bill Help Program will notify Atmos Energy regarding qualification. Your PIPP benefit is determined by your estimated maximum annual affordable bill amount and your gross monthly household income, as compared to the Federal Poverty Level for the appropriate number of household occupants.
Qualified customers will be automatically enrolled and will receive an enrollment letter explaining all benefits and your Atmos Energy account will be enrolled into our Budget Billing program.
You can opt out of PIPP and/or the Budget Billing program by contacting Atmos Energy's Customer Contact Center at 888.286.6700 during business hours (Monday - Friday, 7 am to 6 pm, Central)
