Colorado

Atmos Energy partners with Energy Outreach Colorado to manage and provide funds for home weatherization assistance to income-qualified Coloradans. EOC also offers additional programs to low-income residents as well as affordable multi-family property owners and nonprofit facilities helping them to access cost-effective energy efficiency services.

Additionally, customers in Colorado can also contact the Colorado Energy Office to learn about a free Weatherization Assistance Program. Here are additional details:

Meeting income requirements alone does not guarantee services will be provided. Program participation is subject to available funding and resources. Eligible households may be placed on a waiting list, and service timelines can vary significantly based on program demand and capacity. Kansas

Homeowners and tenants in Kansas can apply for home weatherization assistance with the Kansas Housing Resources Corporation.  Here are additional details:

Program dates: July - June 

How to apply: To apply for weatherization assistance, click here or contact your county's weatherization provider.

Income Eligibility: 200% of the federal poverty level. Click here for additional program eligibility requirements. 

Required materials:

  • Income figures for all household members for the past 3 months (You will have the option to upload income documents)
  • Information about all individuals living in the home including name, birth date, and gender
  • Utility company names and account numbers
  • If applicable, your landlord's information and permission
  • If applicable, a notarized Affidavit of No Income

Weatherization Measures:

  • Sealing of drafts and air leaks, caulking doors and windows, weather-stripping
  • Testing, cleaning, repair, or replacement of heating and cooling systems and water heater
  • Adding insulation to ceilings, walls, floors, and foundations
  • Lighting, refrigerator, and fan upgrades

All services and upgrades are provided free of charge by certified energy auditors and network of professional crews and contractors.

Kentucky

The U.S. Department of Energy’s Weatherization Assistance Program (WAP) is the nation’s largest residential energy efficiency program. WAP enables low-income families the opportunity to lower their energy bills by making their homes more energy efficient.

Kentucky Housing Corporation receives funding for WAP through the U.S. Department of Energy and the Kentucky Cabinet for Health and Family Services' Low Income Heating Energy Assistance Program (LIHEAP). This program can provide installing insulation, sealing the exterior, repairing ducts, and replacing heating equipment, where necessary.

To find out if you qualify for Kentucky's home weatherization assistance, contact a participating agency that administers the Atmos Energy Cares program. 

Program Dates: July - June

How to apply: Contact your local Community Action Agency to apply. 

Required Materials:

  • Social Security numbers for all occupants
  • Monthly income verification for all occupants
  • Energy bills or print outs from the utility company
  • Proof of ownership of the property to be weatherized or a landlord agreement*

*If you rent, you must get written permission from your landlord.

Income Eligibility: 200% of the federal poverty level.

    Louisiana

    The Louisiana Housing Corporation offers many programs to assist current homeowners with issues ranging from home weatherization and energy assistance to post-disaster rebuilding and foreclosure.

    The Weatherization Assistance Program (WAP) is a federally funded program that weatherizes homes to improve heating and cooling efficiency; thereby reducing energy costs and improving the comfort level of household members.

    Determine Eligibility

    To find out if you qualify for Kentucky's home weatherization assistance, contact a participating agency that administers the Atmos Energy Cares program. 

    Program Dates: July - June

    Required Materials:

    • Last four consecutive copies of check stubs for all employed household members 18 years of age or older
    • Proof of unearned income (Social Security, Unemployment Insurance, Pension Funds, Disability, etc.)
    • Proof of present address (rent receipt, lease or deed, etc.)
    • A copy of a current gas, electric or propane bill
    • Must have valid driver’s license or picture ID of all household member 18 years of age or older
    • A copy of Social Security cards for all household members
    • Additional information may be required to determine your eligibility for weatherization assistance

    Income Eligibility: 200% of federal poverty level. Household income determines the minimum requirements for weatherization assistance. Availability of WAP is not guaranteed.

    Additional waiting list points are given to the following groups:

    • 60 years of age and older
    • Families with children 17 years of age and under
    • One whose disability has been established in accordance with the Title XXVI of the Social Security Act for the SSI Program.
    • Households with a high energy burden

    Mississippi

    The Mississippi Department of Human Services Weatherization Assistance Program is designed to reduce energy costs for eligible families by making their homes more energy efficient. The program, which serves the elderly, disabled and low-income families with young children, improves the energy performance of dwellings to decrease monthly energy expenditures. Weatherization crews provide the most cost-effective, energy efficient measures to address health and safety concerns, improve comfort and air quality.

    Program Dates: July - June

    How to apply: Submit a pre-application through the Common Web Portal on Access MS. When applying, mark “Community Services” on the list of programs for which you’re applying. This information will be provided to the Community Action Agency (CAA) in your area. CAA staff will contact you to schedule an appointment, and you’ll complete your full application in person. 

    After you submit your application, you should receive a notice (letter) in the mail or by email with an appointment date and time at your local Community Action Agency (CAA).

    If you need to reschedule the appointment, call your CAA to request another appointment.

    You should expect your appointment date to be within 30 business days of the day you submitted your application if you are elderly, disabled, or part of a family with a child age five (5) or under. All other clients should expect their appointment date to be within 45 days.

    Your appointment notice will also provide you with details about the information that you need to bring with you to your appointment.

    During your appointment, a CAA staff member will help you complete the full Weatherization application and let you know if any additional information is needed for your case.

    You should bring as many required documents as possible to your appointment, but don’t miss your appointment if you don’t have all of your documents. You’ll have time to submit more information after your appointment.

    Required Materials:

    • Home Deed
      • A valid deed showing you as the owner of your home.
      • It is possible for a renter’s home to be weatherized. Please contact your local CAA for more information.
    • Photo ID  Proof of identity is needed for everyone over 18
      • Photo driver’s license, US Passport
      • State-issued photo ID
      • Employment ID
      • School, college or university ID
      • US Military ID
      • Tribal ID
      • Alien registration/permanent residence card, temporary residence card
    • Social Security Card
    • Social security number for all household members, regardless of age. Original or copy. 
    • Income
      • Award letters; (i.e., Social Security, SSI, disability)
      • W2 form, paycheck stubs within a 30-day period, 1099, IRS Tax Forms with appropriate schedules
      • Unemployment determination letter
      • Other documents deemed eligible to verify income
    • Residence Verification
      • Copy of utility bills
      • Lease agreement
      • Mortgage documents (i.e., deed)

    Income Eligibility: 200% of federal poverty level

    Weatherization Priorities are given to:

    • Seniors (60 years of age and older)
    • People with disabilities
    • Households with children aged five (5) and under
    • High residential energy users
    • Households with a high energy burden

    Weatherization Measures:

    • Ceiling, wall, and floor insulation
    • Energy conservation education
    • Air infiltration reduction
    • Furnace repair and replacement
    • Heating duct improvements

    Tennessee

    The Tennessee Housing Development Agency's the Weatherization Assistance Program is designed to help low-income households in lowering their fuel costs through increased energy efficiency. This agency also provides funding for home repairs for qualified Tennesseans. 

    Program Dates: July - June

    How to apply: Residents must apply through their local service provider.

    • Energy audit (a review of your home's energy efficiency, which identifies where air leaks may be occurring, inefficient appliances, etc.)
    • Installation of weatherization measures to increase energy efficiency of a home (structure must be able to benefit from being weatherized)

      • Weather-stripping
      • Ceiling, wall, and floor insulation
      • Patching holes in the building envelope
      • Duct work
      • Tune-up, repair or replacement of energy inefficient heating and cooling systems.
    • The weatherization measures to be installed must meet specific energy-savings goals.

    Texas

    Atmos Energy's Keeping the Warmth Program (Mid-Tex customers only)

    This program is designed to help reduce energy bills by improving home energy efficiency. Eligible homes can receive home upgrades to lower energy consumption.

    Eligibility:

    • Atmos Energy residential customer in Mid-TX
    • At or below the 200% Federal Poverty Guideline
    • Meeting income requirements alone does not guarantee services will be provided. For additional qualification information please contact your local provider.

    Weatherization Measures:

    • Depending on location and availability, the program offers materials and services such as:
      • Attic and wall insulation
      • Air sealing and duct sealing
      • Caulking and weather-stripping
      • Gas appliance repair and replacement 
      • Gas piping repair inside the home  
      • Gas water heater blanket        

      Statewide Weatherization Assistance  The Texas Department of Housing and Community Affairs (TDHCA) operates the Weatherization Assistance Program with funds from the U.S. Department of Energy (DOE), and the U.S. Department of Health and Human Services Low Income Home Energy Assistance Program (LIHEAP). WAP is designed to help low income customers control their energy costs through installation of weatherization materials and education.

      Program Dates: July - June

      Income Eligibility: At or below 200% federal poverty level. (see below chart)

      Weatherization Measures:

      • Energy audit (a review of your home's energy efficiency, which identifies where air leaks may be occurring, inefficient appliances, etc.)
      • Installation of weatherization measures to increase energy efficiency of a home (structure must be able to benefit from being weatherized)
        • Caulking
        • Weather-stripping
        • Ceiling, wall, and floor insulation
        • Patching holes in the building envelope
        • Duct work
        • Tune-up, repair or replacement of energy inefficient heating and cooling systems.
      • The weatherization measures to be installed must meet specific energy-savings goals.

      Virginia

      The Weatherization Assistance Program reduces household energy use through the installation of cost-effective energy savings measures, which also improve resident health and safety.. This program does not offer assistance with paying utility bills.
